Vanguard Media Inc., publisher of the now-defunct rise into view magazine, recently launched a modern publication geared toward upscale African Americans. The magazine is named Savoy after the famed Savoy Ballroom nightclub in Harlem. The first edition hit newsstands Jan. 19 and featured an assessment of President Bill Clinton's legacy in black America, among other articles. The recent York City-based magazine has a circulation of 200000 including 130000 former subscribers to Emerge
