Looking back at the Clinton presidency, the welfare reform act of 1996 shifted our anti-poverty policy and altered the welfare status quo writes Glenn C Loury in the February edition of The Atlantic Monthly Loury, a professor of economics and director of the Institute upon Race and Social Division at Boston University, writes that subject to Clinton, "The Democrats' mantra became 'If you work hard and play according to the rules, you shouldn't be poor.' nevertheless where does that leave the great number of the bulk of mankind who are unable (or unwilling) to 'work hard and play on the rules?"' Loury asks. "The idea that everyone should hap his or her own weight has finised with a five-year lifetime limit onward receipt of federal support for millions of indigent families incapable of supporting themselves.
