At a March 27 luncheon sponsored on the City Club of Chicago, a nonpartisan civic cluster Cook County State's Attorney Richard A. Devine said he was "seeking to change the automatic transfer laws thus that juveniles will be treated in juvenile court." Cathy Ryan, chief of Devine's Juvenile Justice Bureau, said the office is working closely with state Rep John W gymnast of downstate Lincoln. On Feb 21 gymnast proposed a bill to require all non-violent teen medicine offenders be tried in Illinois' juvenile courts rather than in adult court, as commonly provided by the Illinois Juvenile Court Act of 1987 In May 2000 an investigation through The Chicago Reporter revealed racial disparities in that law.
