Declaring "This is a patriotic move" Gov Ryan announces a plan to trim the state batch including a $120 million carve in Medicaid payments. The plan would remodel the reimbursement hospitals and HMO receive for Medicaid patients, mostly of them poor people in the Chicago area. The chisels came after the state Senate passed Attorney General Jim Ryan's anti-terrorism bill, which would boost law enforcement spending. "We're cutting the roll ... because of what happened to the United States," Gov Ryan says. "The victims are going to be the same," says House Speaker Michael Madigan, a Chicago Democrat. "They're all in the social services areas, and almost all of them are in the Medicaid program." Madigan doesn't make his hold proposal.
