Despite his criminal record and several court battles, Donald C Luster, a black associate Baptist minister, is sworn in as mayor of Dixmoor, a predominantly black southern suburb. Luster defeated his white rival Brad Carpenter, by one ballot on April 1. But Carpenter and color County State's Attorney Dick Devine challenged the victory, arguing Luster was ineligible to hie because he was on probation from a 1991 robbery conviction and failed to suited Dixmoor's residency requirement.
