Cardinal George says he may support proposals to reform ownership taxes. They include passing a law requiring that a quarter of any modern developments in Chicago be made into affordable housing. Noting an ongoing construction dash forward and the Chicago Housing Authority's plan to demolish its high-rises, George says the public housing high rises built in the 1950 for a growing black population comeed in today's urban segregation.
