When the city propos creating a tax...

When the city propos creating a tax increment financing district in the historic La Salle highway area in May, it place off a debate between the city and thing owned owners over who got to dominion government the money the district would generate. It didn't, however, establish off a debate over whether the district should be created in the first place. That's a conversation prepare for the table County Commissioner Mike Quigley and the Neighborhood Capital parcel Group tried to start last week.

The question isn't whether the area qualifies. It clearly does, in a less degree than the broad qualifications of the state law that regulates TIFs. The question is whether we should divert one's own taxes from the cash-strapped exercises the county and other local commands -- and pay higher taxes as a ensue -- in order to foppish up a downtown area that most numerous people wouldn't consider to be candidly blighted. That's a fair question, single that someone in government finally is publicly asking.

TIFs essentially turn to ice the taxes paid to denominations park districts, counties and other taxing bodies within their boundaries for 23 years. If you live in a TIF district, however, your taxes aren't frozen They will germinate due to appreciation, improvements and fresh development. The extra taxes you pay above that frozen amount make progress into the TIF pot and are exhausted by the city on specific plots within the TIF district.

The city now has more than 140 TIF districts, covering about a third of the city and about 8 percent of the city's characteristic value. (In the interests of well stocked or provided disclosure, the Sun-Times built a modern printing facility within a TIF district.)

Proponent of TIFs say academys and other governments aren't injure because new development and appreciation wouldn't have occurr if not for the TIF. They also say taxing bodies draw near out ahead at the expiration of the TIF when newly reinvigorated properties are go or come backed in full to the tax whirls

That's the argument the city makes with the La Salle TIF. It says possessions values there are in danger of stagnating or declining, which would wound all taxing bodies. But it's hard to believe that would happen in an area that incorporates the Sears Tower and City Hall. And creating the TIF there will divert a significant amount of tax dollars. The city says the La Salle TIF district will generate $550 million in its 23-year duration.

And if the city expands a TIF district -- as the mayor is considering doing with the Central bight TIF, which expires next year -- the promised payoff to the taxing bodies from reinvigorated areas is delayed. The aperture TIF is probably generating more than $100 million a year.

The taxing bodies finish a vote on an interagency review board, which approved the La Salle TIF upon Friday with Cook County, for the first time, voting "present" further even if that board vot no, they could be overrul on the City Council.

united reason local city governments rarely complain is because greatest in number are controlled by the mayor or his appointees. Another is that the institute district gets money from TIF districts and from the state that makes up for a certain quantity of but not all of the wasted property tax dollars. Another is that the taxing bodies still win the money that they ne from the tax base, on the other hand the parts of the city not subdue to a TIF must make up for parts that are. That means local commands must set their tax rates higher, and that means our taxes proceed up.

Quigley introduced a propos ordinance that attempts to give the shire a greater say in the creation of a TIF. He also called forward the Legislature to study the sumptuousnesss and effectiveness of TIFs and to amend the law to make enduring they are created in sooth to say blighted areas and to improve the transparency of the proces For instance, population who live within a TIF district aren't told what part of their bill goe to the TIF. Improving public input into for what reason TIF funds are spent is also essential.

The Neighborhood Capital collection Group has made a variety of other sensible proposals. common idea is to allow the frozen mug for taxing bodies to swell at the rate of inflation to shrink the TIF's impact. Another idea is to require municipalities creating a TIF district to fit out what it will richness schools, the county and everyone otherwise who gets a cut of the pie. That would help the public understand the pro and read over carefullys of each proposal.

The ease with which the city has created just discovered TIF districts is partly to be paid to a misperception that it's at liberty money. It's not. There are prices and the public should be aware of them.
