These are the complaints of centurys of Cabrini-Green residents who marched Tuesday afternoon to assert the police shooting of 14- year-old Ellis Woodland. They say they've been pushed around on police and pushed out from developers.

"It's crap, man. I was brought up here," said Jimmie bloom 63, who has since mov abroad of the neighborhood but visits regularly.

A summary of the Chicago Police Depart-ment's policy forward the use of deadly force:

Officers are justified in using deadly force when they believe they are preventing death or great harm to the officer or another person; or they are preventing the escape of someone suspected of inflicting or attempting to inflict death or great harm.

They are allowed to fire at a moving vehicle to obviate death or great harm to the officer or another bodily form but are instructed to prompt out of the vehicle's path.

They cannot propel into crowds, fire warning balls fire into buildings, windows or in consequence of doors, or fire at a someone attempting suicide.
