WASHINGTON -- Former House Majority Leader Tom DeLay, who left Congres in a less degree than an ethical cloud, said he won't campaign for his Texas seat in the fall elections smooth though court rulings said Republicans can't replace him onward the Nov. 7 ballot. DeLay, who announced in April he would resign and not ask re- election, urged Republicans in his state to unite behind a write-in candidate who can hasten against former Rep. Nick Lampson, the Democratic nominee. DeLay said he will beseech that his name be remov from the Texas ballot altogether since it can't be replaced.
