If the aldermen from any Chicago wards want to make secure that "big- box" employees receive higher than market-rate wages, I think there is a solution that will allow them while still encouraging broader economic unravelling Any new big-box location would certainly generate incremental city sales tax and extra local possessions taxes. On a ward-by-ward basis, those aldermen could divert a portion of the incremental receipts (like a TIF district) allocated to their area and pay the employee extra wages and benefits. The ward would still partially benefit with the remainder of the incremental stores The city and other wards would full benefit from their portion. Everybody wins.
