VIENNA, Austria -- Germany said Thursday that Iran's answer to a package of incentives to halt its nuclear program was unsatisfactory because of its refusal to solidify by cold uranium enrichment, and diplomats moveed Tehran now faces a greater risk of UN sanctions.
